EXTRA USER COSTS ASSOCIATED WITH HIGHWAY REHABILITATION

Extra user delay costs are those costs additional to uninterrupted travel through the construction zone, caused by slowing down and perhaps stopping, waiting idle until the way is clear to proceed, travelling at reduced speed through the construction zone, then accelerating back to highway speed. Items of costs attendant on such vehicle manoeuvres are time delays, extra fuel, oil, tire wear, vehicle maintenance, repair, and depreciation. This paper describes the structure of a model used to calculate extra user delay costs using average values and also includes summary tables developed by the model.
