TRL'S PARKING BENCHMARKING INITIATIVE - THE FOURTH YEAR

The TRL parking benchmarking initiative was launched in 1999 after an approach from a group of local authorities wishing to compare their parking operations with those of others. The initiative was designed to enable local authorities to determine whether they are administering the parking services under their control efficiently and effectively; improving the delivery of their parking services; satisfying council policy; and meeting the needs of best value legislation. Thirty-one local authorities now take part. Standardised data are collected from each authority for module A but rendered anonymous for commercial reasons before league tables are produced. This enables the authorities to question the way they operate, making them more efficient, provided this is consistent with the policy objectives of elected members. Marked variations in many of the data collected were noted, especially income from parking charges per bay. Module B is designed to determine motorists' and non-motorists' attitudes to a local authority's parking operation. Results have been obtained for the first year.
