PREVENTION VERSUS REPAIR - MANAGING YOUR BUDGET
This article describes the importance of prevention versus repair in road maintenance in saving money long term. Every dollar spent on preventive maintenance saves three to four dollars in future road repairs according to the National Cooperative Highway Research Program. But managers may find it difficult to make the switch from repeated repairs to scheduled preventive maintenance. This article describes how various countries, states and cities implement pavement preservation management (PPM) systems. France, for example, saves PPM money by using seven- to 10-year low-cost seals to protect roads before they need work. The article also includes a long list of strategies, from developing a plan to annual reviews of PPM treatments, to help implement a PPM program.
