HOUSE, SENATE PASS AVIATION FUNDING BILLS
The Senate and House of Representatives have approved multi-year legislation renewing Federal Aviation Administration programs including the Airport Improvement Program (AIP). The two versions both provide $3.4 billion for AIP, while the Senate version also includes a separate $500 million/year aviation security capital fund for baggage screening machines. Both versions also promote expediting environmental review of runways and other airport projects. Although the White House has issued statements supporting both bills, objections still exist, and concessions will have to be made by Congress if there is to be a final bill that will serve as successor to the Wendell H. Ford Aviation Investment and Reform Act (AIR-21), set to expire on September 30, 2003.
