THE ECONOMIC APPRAISAL OF LAND-USE PLANS
This article gives an account of procedures for evaluating land-use plans that have been derived from methods used for transport appraisal. A brief account is given of the operation of gravity models relating to transport planning with particular reference to the significance of unconstrained, singly-constrained and fully-constrained models. The authors describe the principles of benefit evaluation using an unconstrained gravity model which takes account of factors such as government investment and indicative planning, but not of legal planning controls. They emphasize the need for considering the same population when comparing different land use plans and also point out that accessibility can be considered in relation to land-use (attractiveness) as well as proximity, and so involves factors such as job opportunities, house prices, journey costs, social class, population density and amenities. Constrained gravity models are then considered which make use of the surplus function derived in the unconstrained case. Surplus is evaluated by adding shadow prices to actual prices. The authors conclude with an account of the method II (1) modification that is used by DOE, which gives similar results, has the advantages of easier computation, and is more in line with current practice. /TRRL/
