SHADOWS OVER PUBLIC LIGHTING/SPENDING CAN EVEN BE A GOOD WAY TO SAVE
Both articles examine possible methods of reducing expenditure on public lighting. The general opinion is that it is uneconomical to reduce operating hours or extinguish lights; the energy savings are less than the cost of increased accidents and crime. Savings in running costs can only be achieved by the replacement of outdated inefficient light sources. Capital costs are soon regained by much lower operating costs. Discontinuing such conversion programmes as an economy measure would be counter-productive since high maintenance and energy charges would be continued. Photo-electric cells are the most efficient method of controlling the switching of lights. Examples are given of how substantial savings are expected in Cambridgeshire by converting all existing light systems to sodium lamps controlled by photo-electric cells. /TRRL/
