TRANSPORTATION REGULATION

The failure of the government regulation of transportation is noted, the reasons for the failure are considered, and suggestions are made for rectifying the situation. The transportation regulation represents a departure from the American norm of using the marketplace to indicate when and where economic activity should occur. A legal-judicial process is used instead which looks backward to precedent than forward to evolving technology and demand patterns. Entrenched opposition, from the bureaucratic process and from shippers and carriers, is discussed and economic difficulties with cross-subsidization are noted. The key policy is to devise means of quickly and equitably transferring transportation back into the mainstream of the American market economy.
