HIGHWAY SAFETY AND TRAFFIC ENGINEERING TRAINING NEEDS DATA COLLECTION AND INTERACTIVE SYNTHESIS OF OPTIONS
The Pennsylvania Department of Transportation (PENNDOT) Bureau of Highway Safety and Traffic Engineering (BHSTE) identified a need to substantially update the technical knowledge base in the highway safety and traffic engineering community. A data collection activity, compiled into an interactive synthesis of options addressing necessary technical knowledge and skills for PENNDOT employees and Commonwealth-engaged engineering consultants, was developed. The researchers investigated and addressed: 1) Training and education validation processes within the traffic safety and engineering arena including certification issues; 2) Training resources, logistical coordination concerns, and technical knowledge needs; 3) A framework for discerning optional lists of knowledge priorities; and 4) The identification and review of existing literature and material germane to the highway safety and traffic engineering community's knowledge and certification, i.e., Professional Traffic Operations Engineer, needs. The key aspects of the most appropriate and pertinent training issues were assimilated into an interactive data analysis tool addressing all technical levels within the PENNDOT BHSTE community. This tool will specifically provide a framework for the user to classify technical assessment options, and to address knowledge and skill list options.
