PROBE-BASED SURVEILLANCE FOR TRAVEL TIME INFORMATION IN ITS. IN: BEHAVIORAL AND NETWORK IMPACTS OF DRIVER INFORMATION SYSTEMS
The direct observation of transportation network conditions via specially equipped probe vehicles has opened up an interesting area of traffic research and measurement. Probe vehicles form the heart of several deployed and proposed mobile detection and monitoring systems within Advanced Traveler Information Systems (ATIS and Advanced Management Information Systems (ATMS). While floating vehicles as a technique for measuring speeds and travel times have been in use for a long time, most measurements were made manually by observers in the vehicles. Probe vehicles use modern communications technology to transmit real time information either to a centralized traffic information center or to distributed roadside data gathering points. Typically measurements are on travel times and average speeds. In this paper the major objectives are: (1) investigate the quality of travel time measurements had by probe vehicles and illustrate the kinds of measurement errors that may be evident in data; (2) discuss the properties of travel time data, draw implications for vehicle movement simulation logic and analyze the statistical properties of travel time estimates obtained on the basis of travel time data; and (3) consider the implications of the analysis for design decisions pertaining to probe-based ATIS and ATMS.
