ALLOCATION SYSTEM INCENTIVES TO IMPROVE GRAIN LOADING AND UNLOADING PERFORMANCE IN WESTERN CANADA

The purpose of this paper is to examine the current logistical performance of the Canadian grain handling system and to describe the Canadian Wheat Board (CWB) incentive program. In this analysis, logistical performance is assessed on the basis of loading and unloading data. The CWB incentive system works through the car allocation procedure by rewarding adherence to the plan with an increase in the number of rail cars received. A flow chart of the allocation procedure is presented to illustrate how the incentive program operates. The paper concludes with some thoughts on market-oriented means of strengthening system incentives.
