If it is accepted that scarcity of infrastructures is not an incident but more or less permanent, the question arises how to distribute the scarce traffic capacity optimally among the potential users. The traffic market is increasingly characterized by transporters with different characteristics on the demand side, competing for traffic capacity that is too scarce to meet all their desires with respect to traffic possibilities. In order to give priority to certain user classes, the manager of the transport infrastructure network can influence the functioning of the traffic market by changing the traffic network. The traffic network is the part of the network that is accessible for a certain user group. The spatial and functional design of the traffic network determines what user gains access to the network, at what time, and under what conditions.
