CRITERIA FOR SEALING OR OTHER SURFACE MAINTENANCE ON BITUMINOUS ROADS

For the last 7 years the Minnesota Highway Department and the Civil and Mineral Engineering Department, University of Minnesota, have been working on research projects to establish criteria for when a bituminous pavement needs a seal coat. The highway department project includes the rating of test sections some of which have been seal coated and others that have not. The university study, sponsored by NCHRP, includes consideration of the need for seal coat in many states throughout the country. The work on these projects is briefly summarized. A surface condition rating system developed for these projects is presented and discussed. Tentative criteria for when sealing is needed based on the condition rating system are listed. Suggestions on how the criteria for maintaining a bituminous pavement based on the surface condition can be used in an overall maintenance strategy are then given. Examples of how agencies have applied these concepts indicate that they do assist maintenance engineers in deciding when and what type of maintenance is needed for a particular section.
