CURRENT TRENDS AND ISSUES IN GRADUATED DRIVER LICENSING (ABSTRACT ONLY)
From 1997-2000, 17 states in the U.S. changed their licensing laws concerning young novice drivers. In 2000, another 23 states are considering graduated driver licensing legislation. This paper addresses the following questions: why are states considering a type of graduated driver licensing system?; what are the issues confronting states when implementing this type of driver licensing system?; what is the role of the National Highway Traffic Safety Administration during this period; and where are the states headed in their licensing trends?
