STATE RESPONSIBILITIES FOR RAIL PRESERVATION
In the wake of bankruptcies, a new federal government attitude toward the railroad industry treats the railroads as businesses, incapable of survival without profits in a free market, rather than public utilities charged with responsibility for effecting social goals. Responsibility for effecting social goals is being shifted to those benefiting from rail services--states, local comunities and shippers. This article reviews the financial health of major U.S. railroads and explains the nature of new state and local responsibilities for rail planning. States now bear responsibilities for rail preservation, for continued railroad planning programs and for development of a data base upon which continuing transportation research may be conducted.
