ROAD SAFETY DIFFERENCES BETWEEN TWO NEIGHBORING COUNTRIES - ESTONIA AND FINLAND

An Estonian literature classic likens the deaths due to traffic accidents to a "civil war", which has claimed more lives in America than a World War. The continuing "civil war" today claims more than half a million lives annually, but the money spent for improvement of road safety is hundreds of times less that that which is used for peacekeeping. This goal of this paper is to compare the development of road safety data in two neighboring countries - Estonia and Finland. Topics addressed include accident location; casualties by road user groups; fatalities by age group; casualties by collision types; drinking and driving; accidents by months, days and hours; vehicle fleet; and passive safety equipment use.
