Selective enforcement programs not only influence driver behavior in the specific locations where they are being applied, but they have a favorable influence on driver behavior throughout the community. If traffic safety is to be achieved within a community then coordinated efforts must be channelled into three areas--education, engineering,and enforcement. While programs of selective enforcement are obviously based in the enforcement area of activity, they can generate meaningful information concerning the other two areas.
