THE INVOLVEMENT OF OIL EXPORTING COUNTRIES IN INTERNATIONAL SHIPPING

After a general analysis of the shipping aims and aspirations of OPEC members, set against the individual economic background of each member, known shipping plans are analysed, country by country. Multi-country consortia and joint ventures are then examined. The study identifies the shipping tonnage that would be required if OPEC members were to achieve and UNCTAD recommended 40% participation in their seaborne trades by 1980. This is set against known plans for OPEC's shipping fleet in 1980. The likely cost of achieving a fleet capable of consigning 40% of OPEC's seaborne trade in 1980 in the light of likely OPEC financing resources is considered. To conclude, non-financial constraints on OPEC's shipping ambitions are examined, and these ambitions themselves are set in the context of world shipping.
