BUILDING PUBLIC/PRIVATE COOPERATION IN THE COASTAL ZONE

Despite the heavy industrialization of the Massachusetts coastal zone, there has been little industry involvement in the development of a coastal zone management plan for the state. Such a plan might have substantial effects on current industry activity there, but because of limited industry involvement, awareness of industry needs in the coastal zone is low. This study assumes that some kind of private industry/public sector cooperation in the planning process is necessary for an effective management system to evolve. From this perspective, the researchers inquire into the interests, characteristics, goals, needs and behavior patterns of private business as they interact with state agencies on issues related to the environment as well as to the coastal zone. Research focuses on outcomes of private industry/public interaction, and seeks understanding of industry's seeming apathy in coastal zone management planning. Advantages and disadvantages of the various kinds of industry interaction also are explored.
