DEREGULATION'S NEGATIVE EFFECT ON SAFETY. CHAPTER 3 OF TRANSPORTATION SAFETY IN AN AGE OF DEREGULATION

Deregulation of the trucking industry has resulted in decreased safety for truckers and other road users. The main process that translates deregulation into reduced safety is the unrelenting pressure of competition on truck drivers to reduce costs. Without rate regulation and strict entry controls, truckers, especially owner-operators compete according to price. One of the ways that truck drivers have cut costs is by not purchasing new equipment to maintain their vehicles. Data collected recently from roadside inspection areas confirms the fact that many trucks on our roads are not properly maintained and do not have proper equipment. The pressure to cut costs by truck drivers has also resulted in the drivers' violation of hours of service, speeding, and hauling overweight loads. Violation of hours of service has led to driver fatigue. Due to driver fatigue and use of older equipment, the number of truck accidents has increased.
