THE NEW TRAFFIC ACCIDENT STATISTICS - WHOSE INTERESTS DO THEY SERVE?

This report discusses the new proposals for compiling traffic accident statistics, and notes that no solution is proposed to the incomplete nature of present statistical material. From the point of view of "unprotected road users" - pedestrians, cyclists, motor cyclists and moped riders - the new proposal is a great disappointment; introduction of property damage and insurance damage will not result, on their part, in an increase in analysable accidents, since they do not incur property damage. Their share of the total number of accidents will become even smaller. The concept of the seriousness of an accident must be retained, since without this their exposure to accidents will be noted to an even lesser extent. Only by improving the completeness of statistics will the number of accidents to this category become known. Hospital statistics should be utilised more fully. Too little is known about accidents to this category of road users, and not enough effort is devoted to research. /TRRL/
