PLANNING POLICY GUIDANCE: PLANNING AND THE HISTORIC ENVIRONMENT
This PPG (Planning Policy Guidance note), which is issued jointly by the Secretary of State for the Environment and the Secretary of State for National Heritage, updates the advice in Department of the Environment Circular 8/87 "Historic buildings and conservation areas - Policy and procedures". Part 1 of the PPG deals with those aspects of conservation policy which interact most directly with the planning system, whose operation is the responsibility of the Secretary of State for the Environment. Decisions on called-in applications for, and appeals against refusals of, listed building or conservation area consent are the responsibility of the Secretary of State for the Environment because of their frequent close links with issues of development control. It includes transport and traffic management issues. Part 2 of the PPG deals with aspects of conservation policy which are less directly linked to the planning system, and which are for the most part the responsibility of the Secretary of State for National Heritage.
