HIGHWAYS AND COMMUNITY RESPONSE

This paper is the 9th Rees Jeffreys lecture within the theme 'road design and layout', which was presented at the royal town planning institute. The reasons why roads are built is discussed, and brief comments made on present design processes. Community response in relation to the preparation of highway schemes is then considered, and is dealt with in three parts:- (1) the progressive development of the procedural steps necessary to build a road, (2) the development of public inquiries in which these procedures culminate, (3) the place for less formal interaction with the public. The logical difficulties of establishing a community view are explained. The lecture was followed by a discussion. /TRRL/
