CHANGING TRAVEL BEHAVIOUR
This paper presents the impacts, conclusions and recommendations from the OPIUM and CAPTURE projects, both funded by DG VII (Transport) of the European Union. The projects are close to completion and recently held a joint 2-day conference in Brussels to present their joint impacts, and will produce their recommendations and guidelines in a variety of media over the next few months. These will be synthesised within the paper. Both projects are managed by Transport and Travel Research Ltd. The main goal of CAPTURE and OPIUM is to evaluate the effects of implementing physical traffic management measures to encourage people to use public transport, walking and cycling for journeys which they make, rather than travelling by private car. By physical measures we mean such elements as bus lanes, changed road layouts, bus stops and interchanges, parking measures and similar schemes. In order to test the impacts of such measures and to develop recommendations and guidelines for future transport strategies, a research programme was set up encompassing "before" and "after" studies within the 17 European cities (and 11 EU national states) covered by the OPIUM and CAPTURE projects.
