THE SIGNALLING PARTNERSHIP PROJECT AND ISA INTEGRATION

Railtrack has set up the Signalling Partnership Project (SPP) with the aim of introducing new signalling equipment into the UK market place, in particular equipment that has been proven in overseas applications. The project's aim is to manage the change of signalling on the lines concerned safely. Arthur D Little, who acting as the safety mentor to the SPP, has prepared this paper on the behalf of the SPP. During the early stages of the project the SPP identified both internal and external requirements for independent safety assessors (ISA). The internal requirement was to satisfy the project's need for external oversight, while the external one came from the relevant approval bodies. The project initially realised that, because many different types of equipment are involved, no single company would have the required competencies to fulfil all the ISA roles required. The project also realised that if all the work were given, as a package, to a single consortium the project would loose visibility of the interfaces between the different ISA roles. Finally, the project realised that if work were given to different companies there was a high chance of duplication of effort or lack of coherence between the ISA roles. As a result the project developed an approach to ISA integration which resulted in a number of clearly defined ISA remits managed by an ISA manager.
