PENNSYLVANIA'S LEAN NEW ENVIRONMENTAL IMPACT STATEMENT: MAXIMUM INFORMATION, MINIMUM SPACE
Weighing in between 300 and 1,000 pages, Environmental Impact Statements (EISs) for large transportation projects in Pennsylvania once resembled the size of metropolitan phone books. When the Pennsylvania Department of Transportation (PennDOT), District 10, proposed improvements along an 8.3-mi (13.4-km) stretch of State Route 0119 (SR 0119) in Indiana County, Pennsylvania, it wanted to find a better way to document the project's potential environmental issues. PennDOT's high-tech approach to the EIS documentation process demonstrates a fundamental commitment to enhancing the social and economic welfare of local residents and regional transportation users and sets a new standard for transportation agencies nationwide.
