CONGESTION PRICING : WHAT DOES THE FUTURE HOLD?
This article discusses congestion pricing and focuses on a concept known as high occupancy toll (HOT) lanes. The concept, which allows single occupant vehicle users to buy their way into using high occupancy HOV lanes by paying a toll, is being met with success, in particular along the median of I-5 in San Diego, California.
