SHADOW TOLLS, AN INFRASTRUCTURE SOLUTION
This article looks at the concept of shadow tolls and Design, Build Finance and Operate (DBFO) contracts. A shadow toll system consists of a concession awarded to a private contractor who then has the responsibility to DBFO a road section for a given period of time. DBFO requires accurate counts of traffic volume. The article focuses on DBFO contracts and system operations in the United Kingdom.
