STRATEGY EVALUATION AND COMPARISON FOR THE MAJOR TRANSPORTATION INVESTMENT ANALYSIS FOR INTERSTATE 55 FROM ROUTE M TO ROUTE 67 IN JEFFERSON COUNTY: FINAL REPORT

The purpose of the major transportation investment analysis (MTIA) was to identify transportation strategies and solutions for the transportation needs in the Interstate 55 (I-55) corridor from Missouri Route M southward to US Route 67. Through a collaborative process with the public, local agencies and officials, and regulatory agencies, various potential strategies have been identified and evaluated to meet or reduce the projected travel demand including highway widening, interchange improvements, high occupancy vehicle lanes, traffic systems management, commuter rail, light rail, express bus service, and no-build. Results of the analysis revealed that the highway widening options are the only options that adequately address the congestion problems in the year 2015 and the design year 2023. The transit option provides the least amount of congestion relief in that it only provides for 2% of the total travel demand projected for the MTIA corridor. Financial, environmental, and access impacts are also discussed.
