THE ROAD AHEAD. A REVIEW OF THE MANAGEMENT AND MAINTENANCE ARRANGEMENTS FOR SCOTTISH TRUNK ROADS - A CONSULTATION PAPER

The Scottish Office proposes to review its arrangements for managing and maintaining the Scottish trunk road network. This consultation document seeks the views of interested bodies on how effective the present arrangements have been, and on future options for the network's management and maintenance after 31 March 2001, when existing contracts end. It includes a map of motorways and trunk roads in Scotland. It presents the origins of the current arrangements, the policy content for roads, and the wider transport policy context. The current arrangements include: (1) contractual arrangements; (2) the principles of the Management Agent arrangements on the five All-Purpose Network Units; (3) the Operating Company arrangements on the three Premium Network Units; (4) the operation of the present arrangements; and (5) the average annual budgets of the Premium Units and All-Purpose Units in a three-year period from 1996 to 1999. The issues on which views are sought are classified into those concerning: existing arrangements, units, possible future arrangements, contract periods, plant and equipment and depots, competition, staff within the existing arrangements, incentives, risk transfer, mobilisation, and operational issues. It is proposed that the new arrangements for the network should be in place by 1 April 2000.
