THE IMPACT OF CONCURRENCY MANAGEMENT AND THE FLORIDA GROWTH MANAGEMENT ACT ON TRANSPORTATION INVESTMENTS

This paper presents the results of research that analyzes the relationships between transportation investments, land development and the implementation of the transportation concurrency requirements of the Florida Growth Management Act of 1985. Four urban areas - Gainesville, Sarasota, Tampa Bay and Jacksonville - are analyzed in detail to understand how the concurrency requirements have been implemented. First, the background on the history and implementation of the Growth Management Act and its concurrency provisions is presented. The status of implementation is then discussed, followed by the research methodology. Then four Florida urban areas are evaluated in detail to explore the relationships among land development, transportation investment and funding, and the transportation concurrency regulations. Several themes in the implementation are developed. Finally, these results are discussed and recommendations are made about improvements that could be made to the concurrency management system.
