Unless the quantitative mechanics that generate agglomeration economies are known, regional economists remain unable to know to what extent infrastructure investment is effective in raising the income level of low income regions. This paper attempts to answer the above question by estimating production functions based on an unprecedented wealth of data for Japanese regions.
