THE ABUSE OF DISABLED PARKING BAYS IN RETAIL CAR PARKS

In the UK, the Disability Discrimination Act is intended to ensure equality of access for physically disabled people. Under the act car park operators will have to provide disabled parking bays and ensure that they are available for disabled drivers. A case study is presented of research conducted at a supermarket car park in the Midlands and the effects of introducing Spacehog, an electronic device for monitoring disabled parking bays. A one-week survey of the volume of abuse of disabled spaces was conducted. This was followed by a second survey after Spacehog was implemented. Data were also collected from a questionnaire of disabled drivers. Before Spacehog, approximately one third of bay users were abusing the bays. The level of abuse increased to up to 62% at weekends. Following the installation of Spacehog, only 3 out of 230 bay users were abusing the spaces.
