RAILWAY RESTRUCTURING: EUROPEAN GOALS AND THE ROMANIAN APPROACH
In 1996, the European Commission proposed a general strategy for railway revitalisation. The main goals of the Common Transport Policy are to reduce pollution, congestion and accidents and to ensure sustainable mobility. The first goal is to create a single, competitive market for each transport mode. Obstacles to this include limits on access rights to railway infrastructure, the absence of rules governing competition and the lack of rules to ensure interoperability. For countries in transition economies, the railway reform process is complex. The process of restructuring in Romania is described. It involves financial rehabilitation, institutional reform and outsourcing, and privatisation. The role of the Romanian government in providing financial support for the railway sector is discussed.
