DIRECTIONS OF RAILWAY REFORM
The reasons for rail reform are outlined. The variables involved in services, organizational and ownership structure and competition in railways and the transport market are discussed. Changes in railway structure and/or ownership change in Latin America (Argentina, Brazil, Mexico), Sub-Saharan Africa, the EU, central and eastern Europe, the Baltic States, the CIS, New Zealand, Jordan, China, India are reviewed. Forces resisting changes are discussed. The solution adopted is always a mixture of transport economics and political/cultural values. It is concluded that the only serious mistake is inaction.
