BUS PUBLIC TRANSPORT PLANNING: ISSUES AND IMPLICATIONS

This paper identifies issues that are considered in planning a public transport system for major urban areas. These include policy, infrastructure, urban form, system operations, financing, and how to attract new patrons to the system. This overview focuses on the implications of various government decisions on the ability to provide a bus system that can attract discretionary users out of the private car. The paper discusses in terms of benefits why local government should support the public transport system through their actions. It advocates for more active local government participation in the bus planning process and discusses the opportunities it has to help influence travel choices. The primary conclusion is that an evolving acceptance of the importance of urban sustainability and achievement of triple bottom line results suggests that urban development and transport system decisions should have public transport oriented and supportive features as a goal.
