MANAGE CONGESTION OR REMOVE IT: A COMPARISON OF ALTERNATIVE APPROACHES
This paper compares and contrasts general approaches used in Singapore and in Australia to control the volume of traffic generated and approaches used to manage this traffic across the available road infrastructure. It focuses on the different philosophies inherent in the way that each of the planning authorities in each country apply congestion management policies to solve what is essentially a common problem by applying completely different methods. This paper uses the recently publicised traffic congestion on the Central Expressway (CTE) in Singapore as a case study to highlight the differences between the way Singapore's and Australia' s transport authorities set about reducing (and removing) traffic congestion.
