THE BOSTON RED FLAG : MASSACHUSETTS' INSPECTOR GENERAL AGREES WITH HARSH ACCUSATIONS OF "BIG DIG" PROJECT

The controversial Big Dig in Boston, also known as the Central Artery/Tunnel project, ran up $1.6 million in construction cost overruns according to the Boston Globe, and $1.1 billion are due to mismanagement of the job by Bechtel/Parsons Brinckerhoff (B/PB). This article begins with the allegations that ran in the Boston Globe in a three-part series, and allows B/PB to reply. It also includes responses from the Massachusetts Inspector General, who concludes that at least $1.07 billion in cost overruns were tied to contracts with incomplete designs or that encountered conditions on site that were not planned for. The article looks at issues related to responsibility for cost overruns, contractual responsibilities, inaccurate design, incomplete design, and quality control. In each case, the Globe finding, B/PB reply, and the Inspector General's response are included.
