A GUIDE FOR: THE REVITALIZATION OF RETAIL DISTRICTS
It is in the interest of the community as a whole to ensure the continued existence and viability of their local strip commercial district. The primary responsibility rests with the business people themselves; that only through cooperation and group action can problems be dealt with which are far beyond the scope of any one or two individuals. The purpose of this study is: to provide a rationale for the revitalization of downtowns and arterial commercial strips; to identify and examine problems affecting central, or strip, commercial districts and various alternative programs that have been employed to help alleviate those problems; to provide case examples of districts which have, through self- help, and cooperation with government, transformed their areas into aesthetically pleasing and successful shopping "centres"; to act as a "self help guide" or manual for the establishment and maintenance of effective business or cooperative associations; to provide a valuable source of information and insight to all those concerned with the future and fate of the neighborhood or downtown business community, and the small, independent business-person in particular. /RTAC/
