EARLY PLANNING AND DECISIONS ON THE SOUTHEAST CORRIDOR PROJECT

The Southeast Corridor Project is a $1.67 billion multimodal transportation project in the Denver, Colorado region. In November 1999, voters approved two initiatives that provided the basis for funding the project, and in November 2000 a full funding grant agreement was received by the Southeast Corridor. The project is designed to increase mobility along the congested corridor that contains the interstates 25 and 225. It encompasses the construction of 19 miles of new light-rail transit and 17 miles of highway improvements. The article discusses the progress of the project so far. It summarizes some of the important early decisions made by the Colorado Department of Transportation and the Regional Transportation District, the joint managers of the project. Special attention is given to decisions as they pertain to four particular areas: project team organization; design/build elements; allocation of risk; and levels of design.
