A GOVERNMENT RAILROAD THAT WORKS? : YES! VIA AT 25, WHAT CANADA KNOWS THAT THE U.S. DOESN'T
This article presents a historical overview of VIA Rail and its relationship with the Canadian government. Formed in 1976 by Canadian National (CN) as a subsidiary for its passenger operations, VIA built its railroad by providing corridor and remote services, as well as covering transcontinental routes. 1990 found VIA facing the following cuts: 58% in its routes, 50% of its funding, and 38% of its employees. VIA compensated for its reduced funding and scheduling by focusing on customer service. Service delivery standards and operating efficiencies have been kept high, and along with a customer-oriented management and employees, political attitudes appear to have shifted in its favor.
