A Focus Paper is an official UITP position. This Focus Paper states UITP's position relating to access for people with special needs or reduced mobility. After defining the categories of people with special needs, the paper looks at the issues that must be addressed to achieve the required access to mobility. The following areas are covered: measures on infrastructure and rolling stock; safety issues; communication and information; special services; complementary measures, such as staff training and coordination with transit authorities; and financial impact.
