INVENTORY OF HIGHWAY STRUCTURES ON EUROPEAN ROADS WITH PARTICULAR EMPHASIS ON BRIDGES

Working group one of the COST 345 project sent out questionnaires to determine the number of structures on the road system, the cost of replacing these structures and the annual cost of maintenance, repair and replacement to 27 participating European countries. Individual structures with a replacement cost of less than 25,000 Euros were excluded. The data are tabulated for the thirteen countries that replied. Inconsistencies in the classification of roads, the reporting of bridges on minor roads, bridge maintenance and replacement costs, retaining walls (data from six countries only), and tunnel operating/replacement costs are described. There was a notable lack of information on the local or tertiary road network. Use of the questionnaire data to estimate the number of bridges in those countries not replying to the questionnaire is described. The average replacement cost of a bridge is given at 400,000 Euros. Average annual expenditure on maintenance is considered inadequate and expenditure of about 1.75% of replacement cost is suggested. A European figure of 400 billion Euros for total bridge replacement and an annual expenditure of 5.9 billion Euros on maintenance are estimated to be required. Financing options are considered.
