CAN ITS SATISFY THE DEMANDS OF THE INTEGRATED TRANSPORT WHITE PAPER?

Transport policy in the UK has experienced a number of significant shifts in direction over the past few decades. The building of new roads has moved from a 'predict and provide' methodology to a 'predict and prevent' approach. Private car use has however continued to increase sharply whilst the use of public transport has fallen. In response to these trends, the Department of the Environment Transport and the Regions (DETR) published the Integrated Transport White Paper in July 1998 as a vision document (see IRRD 491254). The main thrust of the Paper was to reduce congestion and pollution by improving public transport, encouraging walking and cycling and reducing the use of the private car. The motivation for this paper came from a workshop led by DETR representatives during a session at the Continuing Professional Development Course in Transport Telematics run by the Transport Operations Research Group (TORG) at the University of Newcastle upon Tyne. The objectives of the White Paper were used as a focus for a SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis of ITS technologies. Key aspects of the White Paper from the RTIC perspective were selected for SWOT analysis: (1) creation of an integrated transport system within and between modes; (2) reduction of road congestion and pollution; (3) public and private sector partnerships; (4) road user charging with revenue used to improve public transport; (5) reduced dependence on private transport; (6) reliable and efficient transport system; (7) maintenance and management of the road network; (8) better public transport journey information; (9) better information for car drivers to plan their journeys; (10) improved security on public transport; (11) reduced vehicle crime; and (12) use of technology to reduce the need to travel, e.g. teleworking.
