RIGHT OF WAY MANUAL

This manual is designed to provide guidance through the Right of Way and Asset Management processes of the California Department of Transportation (Caltrans). It is organized along the normal work flow dealing first with planning and financing right of way activities. The next section proceeds through the engineering stage to the appraisal and acquisition stages. This is followed by relocation assistance and utility relocation. Once property has been acquired, it needs to be managed and cleared for construction. When project requirements are completed, project construction must be certified. Additional areas discussed include airspace leasing and disposal of excess land. The manual also covers some activities not directly related to a Caltrans project but still involving right of way.
