ROAD PRICING TECHNOLOGIES: A SURVEY
This paper surveys some of the best known technologies which have been advocated for implementing roadway usage pricing policies. We focus on four of the most promising technologies--manual or automated toll booths, supplementary licenses (e.g., color and/or number coded stickers, and self cancelling tickets), Automatic Vehicle Identification Systems (AVI) and On-Vehicle meters. These technologies are described in terms of how the different pricing policies may be implemented with them. The likely administrative and enforcement procedures and associated problems have been summarized along with estimates of probable costs of adopting such technologies. /GMRL/
