EVALUATION OF THE EFFECTIVENESS OF THE OCCUPATIONAL LICENSING PROGRAM
This report is a comprehensive analysis of the results of a three-phase project to evaluate the effectiveness of Wisconsin's Occupational Licensing program. Phase 1, Situation Assessment, was a literature review and survey of US states and Canadian provinces about their policies and practices concerning hardship licenses. The survey received responses from 40 US states, 7 Canadian provinces and 1 Canadian territory. Phase 2, Current Perceptions, evaluated professional and public understanding of the Wisconsin Occupational Licensing program. Professional understanding was evaluated through in-depth interviews with police officers, judges, attorneys, legislators, insurance companies and private employers. Public understanding was evaluated through a telephone survey of random adult Wisconsin residents. Phase 3, Occupational Licensee Assessment, identified characteristics, activities, driving habits, opinions and perceptions of Wisconsin drivers who operate with Occupational Licenses or who have lost their licenses and did not apply or were denied an Occupational License. The methodology included focus groups and mailed surveys, as well as in-depth analyses of six Wisconsin Department of Transportation driver databases.
