PRIVATE FINANCE IN HIGHWAYS MAINTENANCE (PFMAC). CONSULTATION DOCUMENT. MARCH 2003

The UK Government's 10-year transport plan gave an undertaking to explore the use of private finance in the maintenance of of motorways and trunk roads. This consultation document explains the aims and intentions of the proposed PFMAC contract and explores ways in which it might be introduced. It is aimed at contractors, consultants, financiers, financial advisors and legal advisors. The new PFMAC contract is aimed at delivering best value solutions and services which meet Highways Agency objectives through private finance investment. It will consist of three components: network operation, maintenance and renewals; small improvement schemes; and major improvement schemes. The issues involved in the contracts for these schemes are outlined. A set of questions to which the Highways Agency would like consultees to respond is provided.
