GUIDELINES FOR PRIORITIZING BRIDGE DECK ANTI-ICING SYSTEM INSTALLATIONS. PHASE I AND PHASE II REPORT

This report presents information concerning a research project on prioritizing bridge deck anti-icing system installations. The Nebraska Department of Roads (NDOR) is interested in installing automatic bridge deck anti-icing chemical spray systems on various bridges statewide. However, limited funding requires that bridges be prioritized for installation based on relevant criteria. This research was undertaken with the objective of developing a decision-support tool that can aid NDOR with the prioritization of bridges for installation of automatic anti-icing systems. First, a literature review on automatic bridge anti-icing systems was conducted. Factors considered important in the installation of automatic anti-icing systems included: accident history, bridge alignment, weather, traffic, and bridge distance from maintenance yard. A methodology was developed to build a database of relevant factors and a decision-support tool that helped with narrowing the list of candidate bridges. It initially was decided to investigate composite programming (CP) as a decision-aid method for producing a list of prioritized bridges. However, because of difficulties in providing appropriate weights for the CP method, a simpler method called the NDOR Preferred Method, was developed. The prioritization results from this method were deemed acceptable after extensive scrutiny. This research has resulted in the development of a decision-support tool that utilizes a variety of pertinent data to narrow the list of candidate bridges for the installation of automatic anti-icing systems. It is recommended that NDOR should carefully review the list of candidate bridges obtained from this tool and then select the candidate bridges that also satisfy considerations not incorporated in the decision-support tool.
