FUNDING INTELLIGENT TRANSPORTATION SOLUTIONS WITH COMMUNICATIONS NETWORK PARTNERSHIPS
This paper looks at the emergence of public private partnerships which have lead to the installation of fiber optic networks along highway rights- of-way. It discusses how to leverage rights-of-way, create innovative public/private partnerships, and the key criteria involved for a successful partnership. Specifically, it presents two examples of innovative partnerships: the San Francisco Bay Area Rapid Transit District (BART) and the New York State Thruway Authority (NYSTA).
