LEASE OR BUY? : LEASED VERSUS JURISDICTION-OWNED ITS OPERATIONAL COMMUNICATIONS

This article looks at communications networks for Intelligent Transportation Systems (ITS). It presents a trade-off analysis for architecture and technology which includes consideration of jurisdictional- owned communications versus leased options from a variety of standpoints, including cost, performance, architectural compatibility, and ease of achieving full build-out of the architecture.
